
MGC Resource Consent Application

As discussed, find attached some of the Plans that have been sent to Greater Wellington Regional Council for a Resource Consent Application as of 22 August, there are a lot more however due to file size these should be sufficient as they indicate most of the works referred to below.
These plans will indicate to you the extent that is being proposed and includes:
- The shortened Front 9 to fit within the current Front 7 holes.
- The enlarged Putting Practice Green (PPG)
- The Par 3 Course
- Driving Range (110m)
- Short Game Area (existing 15th Green)
- Clubhouse Alterations and Enlargements
- 2 No. Lakes beside the Proposed 5th and 8th Greens
Now you will see that the Course has been reduced from the current 2990m Purple Tee length down to 2512m so that the Proposed Par 3 Course, PPG and Proposed Outdoor Café can be accommodated. These were presented at St Patrick College back in June and were on the walls around the Clubhouse as well as discussed and stated during various meetings including the SGM, although to a lesser degree recently the Par 3 Course has, I believe purposely, had little mention.
One reason for the additional Greens and Tees has been so that the other Greens could have a rest due to there being 11 Tees and Greens available and now you will see that this is not the intended case.
Also the Staging Plan is different to what has been presented so not sure which one is expected to be used?
I have spoken with GWRC and it is expected that Resource Consent is required to take 20 working days as long as all information has been provided and they find it reasonable. To date I believe there have been some questions back from GWRC and 12 days have past meaning that the earliest this will be approved is by the end of September.
Once this has been granted a Building Consent Application needs to be applied for through WCC showing the upgraded or new services like drainage, water supply etc meaning at least another 20 working days is needed therefore having any works subject to these Consents starting on site should not take place until these Consents have been approved meaning I don’t see any works taking place until the end of October early November possibly?
The main reason a Resource Consent is required is due to the amount of Earthworks required (more than 3000m2) to change the existing 2nd and 8th Greens, the new lakes and the infill of the existing 8th and 9th Fairways to house the Proposed Par 3 Course and PPG. There is also a lot of Filling required to accommodate the Proposed Driving Range.
Should any of these works be altered then the Resource and Building Consents approved will need to be altered to suit and if there is sufficient change they may be a need to be reapplied for meaning further delays and costs.
I believe Members should know all the facts before Voting on matters that are changing the entire future of this Club, particularly given the current costs spent.
To date the Vote we had at last Decembers AGM was misleading as Option 1 was never anything anyone wanted as a final proposal while with Option 2 I would have expected some idea of potential costings, business cases and programmes would have been included prior to the Vote and last December’s AGM. Certainly when I was Project Managing this work that was my intention and had people in place to start on this.
